Simple logic would be he turncoats and makes bank on the massive spike in fear caused by the Legion's antics.

It's not too far a stretch to see how Sinestro could make this work in his favor, which can almost certainly be said for all of its members.

Quite frankly, Luthor shouldn't want everyone to be a selfish asshole either. Luthor wants to take over the world, which is a lot harder if the people you are ruling over are a wild and unruly bunch instead of sheeple that do what they're told. I see no way that Brainiac, Cheetah, or Gorilla Grodd benefit either. And Manta just wouldn't care.
The Joker is the only member who I could see liking a world where Doom wins and Justice loses, but he's already been kicked out of the team.

It made sense for Sinestro to make a corps. He had the Quardians who learned how to make rings too behind him, the Antimonitor who knows about energy manipulation like the Guardians, and Sins' own general GL info to go by. It makes sense for him to use those resources to have an antimatter version of the GLC made up.
