Seems unlikely. He really hasn't been popular in decades, and I can't name a single one of his villains or storylines.
A good writer could reboot him and turn him into something interesting, but really any magical problem you would come up with for Doctor Fate would probably be more interesting as a Zatanna storyline instead, as she is actually a recognizable hero and less explicitly powerful than Fate is.
Magic is already really hard to write around in comics because it sucks all of the tension out of the room, because you know that the hero can solve most problems with just a single spell. Fate has really powerful magic, so coming up with problems that are worthy of his time is harder and are by nature going to end up being kind of repetitive. There is only so many times you can fight gods and demons before you start retreading ground. Which puts Fate into a weird situation where he is a powerhouse, but not actually very interesting as a result.

It's really hard to spotlight him, as the character concept was broken in the 40s, then got even further derailed to the point that Fate-centric stories aren't even about Dr. Fate, but the helmet.
Originally he was portrayed as a mysterious, sinister, phantom-like figure who we never saw with his helmet off, was contemptuous of humanity except for Inza, was shown to have mastered ancient sciences that merely resembled magic, and was shown to not have to eat food and once described himself as a creation of the elder gods who was never human, never a child, and had all sorts of rivalries with various ancient deities. It was really eerie, Lovecraftian and ahead of it's time for the early 40s.
Then they ruined it by revealing he was a human named Kent Nelson who was trained by a wizard named Nabu. Then they had him wear a half-helmet, become an actual medical doctor, and turned him into a generic superhero. Roy Thomas later retconned this to be that Nabu was controlling Nelson with the helmet (the real source of the power) which is why he changed it, and since then, most Fate stories have revolved around who wears the helmet (at one point it was a mother and son who combined into one being, then a thief who forged the helmet into a dagger). And when that isn't the focus, he's just used as a generic sorcerer hero, mainly because he's been around so long and was in the JSA. You could probably use Prince Ra-Man or Sargon the Sorcerer just as well in the same roles and it would make no difference.
I like Dr. Fate, really. It's just that all the helmet crap, like Hawkman's continuity, has made it hard to go back to the simplicity of the early stories and even harder to get into.
Wotan, Ian Karkull, Nergal, Mr. Who and The Fish Men of Nyarl Amen are Fate villains who occasionally see use (though in Mr. Who's case it's usually as a joke, he's just a generic mad scientist who for some reason was pushed big back in the 40s) and have potential, but most writers usually just have him fight typical DC magic-themed villains or nobody Monsters of the Week. Karkull did appear in Superman: TAS, although he was portrayed as a Cthulu-ian shadow monster.

Sadly, only comic book fans would know this. Misterio will forever be known by most of the planet as a unhappy Stark lackey and as far as most anyone is concerned, the Marvel universe - villain and hero alike - revolves around Iron Manlet.
Like what, a solo movie? No. He might make a roster in a team movie if they go that route. He's a character normies might vaguely recognize since he's popped up here or there (cartoons, Injustice, etc), but they know nothing about him beyond he's a wizard, if that.
His apex would probably be a CW show where the previous Fate's daughter finds her dead dad's helmet and becomes the new Dr. Fate while juggling school and boys.
Similar problem to Hawkman. Name one good Fate solo story? Who's his supporting cast? His locale? What's Kent Nelson's personality. Would the movie be set in the 1940's?
It's DC's fault, all these characters from the 1940s, and yet we only know so much about them. Tell me some trivia on Dr. Mid-Nite?

Now, that normally isn't a problem, if we take someone like Superman, with a large supporting cast and known stories that writers can draw from to create new stuff, like a movie. But Dr Fate doesn't have that.
So, you're left with three potential stories.
1)A general magic team doing magic stuff. Zee and co. They ask Fate to help, he doesn't help, because he only saves the cosmic balance and not small threats. He appears at the end as a deus ex machina, to save everyone.
This isn't necessarily a bad thing. Imagine being shown Kent having the problems of being someone who knows he's not supposed to save everyone, even if he has the power for it. Have him talk to other heroes about his responsibilities/pains, the distinction between maintaining the fate of the universe and saving every single person.
It can lead to a good moment, where the main baddie either completes his ritual to be super OP, or kills some random civilians he has put in magic traps as bait. Heroes decide to save the innocents, letting the villain become OP. Because they always protect innocents and also, they know from their talk with Kent that once the baddie gets too OP, Fate will appear to slap his ass.
2)New Fate getting powers. It can work, but essentially, it's a very standard and very non-fate story.
3) Actually a Dr Fate focused story. Well, it can happen. If you can have a writer capable of doing high fantasy and cosmic psychedellic fuckery well. Which you can't. Not everyone is DeMatteis.

I like what they did to Dr. Fate in The Brave and the Bold #30. He saves Hal's butt and comes to terms with his own fate. This is one of my all time favorite issues, Straczynski did a grat job setting the tone.
If we do end up with a Black Adam movie, set in ancient Egypt, he would fit in there as Nabu.

It was Kent, until Nabu went mad. Now JLDark will search for a new Fate, which we don't know who is. Khalid (the egyptian) was an apprentice, but fate no more. In Doomsday clock, it seems to be Kent again.

Depends. His upper limit is definitely reality bending, and one time he fused the lords of order and chaos together. That’s probably why they switch up who has the helmet so much, justifies lowering the power levels.

I know you're memeing, but you have a good point. The public at large has already been pretty heavily exposed to Dr. Strange. If Fate gets a movie, he's going to be endlessly called a Strange ripoff just because they're both wizards.

Fate is , ideally, the merged being with a middle/new personality that is neither Nabu nor the host. If it's just Nabu, it means the host has given up on life (Kent after Inza died) and if it's just the host, it means Nabu is weakened.

My point is, claiming, Fate is treated the same, no matter who the host is can't be exactly accurate, as only one of the Dr Fates can count as a host.

Anyway, okay, tell me more about that. Because Kent Nelson is the only one I’ve seen have an identity and skills outside of hosting Dr Fate as Lone Wolf.
So aside from him all of the other ones are at least treated the same from what I can tell. They don’t get a code name or do anything especially interesting aside from their association with Nabu. I wish this wasn’t the case because it’s such a waste of potential to me.

They are all called Doctor Fate. They just don't merge. And the most well written story is about two humans merging as Dr Fate with Nabu living as a pseudo mortal in Kent's mostly powerless corpse and chilling on their couch eating junk food and watching soap operas.

The person having the helm earning the powers of Doctor Fate and thus the mantle isn't such a horrible idea, particularly as past fates sort of exist in the amulet of Anubis, fate remembers past universes/multiverses and at least two of the fates were very reincarnation focused. It fits.

Kent, Inza have, definitely. Kent V was a psychiatrist and it played a big role both in his role as Fate and outside. Hector had the whole Lynda business. So, they kinda do. And his stuff with his Dad, Hawkman.
I guess what I mean is would they be on the Justice society (etc) roster without fate? And if not they should be.

I think he's different enough that most people won't mind. Fate deals with themes of control, both with the Lords of Order and with Kent's dynamic with Nabu. It's all about a karmic balance where nothing can be allowed tip too far in either direction. Kent is basically thrusted into being Fate and loses complete control of his body for as long as Nabu needs it. On that topic, the feminine/maseuline dynamic explored in the eighties run can helo drive the point home and make for an interesting watch. You could even adapt what Matteis and the new JLDark run is doing where the Lords of Order say fuck it and decide to either help the universe end or let it die in order to bring about a new age of Order upon the rebirth of the universe. And also fuck you ladderbro, he came first.
