Honestly, I'd like to see Spider-man skip past the whole green goblin thing and allow for the presumption of an already established Green Goblin as he faces off against the anti (post)-Skrulls incarnation of Osborn's HAMMER and more notably Thunderbolts.
The major plot development could be him tracking down and trying to corner a large crime syndicate while SHIELD is being shut down after his first major employment with a contractor working out of the Baxter building in NY. There's some crazy body-snatcher's style mystery where people are ending up disappearing, including MJ and Ned. There's a new Spider hero, who's not him and he's not sure who to turn to. Running into Black Cat a thief for hire as she's fleeing with stolen tech, Peter finds early unethical experimentation and tech being gathered, but it's all gathered to combat a global invasion. Instead of winning, Spider-man is one-upped by a team of anti-heroes.

They don't have enough of the Sinister Six set up. But for a long time in the comics, there would be recurring plots where JJ would use his newsbux to hire mad scientists and assassins to take down Peter. You could merge a few plotlines there. JJ hires Smythe who then serves as the origin for the Beetle or the Human Fly or King Cobra or something. Kill off Smythe to set up his son, kill off one of the two transformed or armored villains, set up the other for Sinister Six, have JJ realize he fucked up and have him help stop Smythe at the last minute. The Spider-Slayers can play villain support since that's all they're good for.
Looking it up, JJ also commissioned the Spider Slayers from Smythe as well.
Even if it's not the star it could be a quick attempt shown early on.
We could also get Silver Stable and the Wild Pack
Jameson getting remains of Vulture gang out and into tech suits to kill spider-man would be fine.

Scorpion in the books at that time was just a mercenary, not a hardened criminal, yet. It to some degree made sense for Jameson to do that in the name of the public good (less so for some other fucked up shit he did). He'd have to be braindead to work with MCU Scorpion.

Spider-man didn't press charges (can't do that anonymously) and it often didn't come out publicly that Jameson was involved due to him leaving other people holding the bag deliberately or due to happenstance (for instance everyone that knew he was involved being dead or suspected by the cops of saying anything to save their skin).
He royally screwed at least one person that turned them to villainy, but I can't remember who. He did this A LOT.
Also Peter's legal status was questionable and super science tends to be ahead of regulatory laws so you could argue it was funding a neighborhood watch designed to detain a suspected criminal with a citizen's arrest using grey area tech. What the people he funded did with that tech past that is of no connection to JJ.

Kraven is the biggest name that hasn't been done at all yet.
Sandman and Rhino were both wedged into films and not given a proper focus; Sandman in particular deserved better than what he got especially since he was actually well-cast and given a good story.
Lizard and Electro weren't done well.
Of that batch, probably Sandman. Rhino is second banana material and the latter two probably need more distance between them before being attempted again.
I feel like a well done Rhino story would be an adaptation of the issue where a new Rhino comes out and challenges the original Rhino, who is now reformed and became a hero during the Thanos invasion and snap. A new villain comes out of nowhere and challenges him for the right to wear the mantle.
He's normally street level, but his powers are absurd when taken full advantage of. Hell, in the 90s Spider-man cartoon, nearly every problem in the last two or three seasons happened because everyone was copying his portal abilities and putting it to much better use than he ever did.

I honestly really want to see a comic accurate Norman Osborn/Green Goblin. If done well then Norman could be a threat not just for Spider-Man but the entire MCU. I get that we’ve seen the Goblin in films a few times already but I feel like they never really nailed it (Dafoe was fun though). Plus he is the arch enemy so it wouldn’t feel right if he didn’t pop up at some point. It would be like a Batman franchise with no Joker or Superman with no Lex Luther.

I don’t think it necessarily has to be a villain that hasn’t been in a movie before. I think that Green Goblin and Doc Ock have a chance of being used again just because they have arch enemy status. Probably Venom eventually too just because of how damn popular he is (although this is far less likely because of the solo movie).
I think we can agree that Sandman, Lizard and Electro are definitely off the table though. Most likely Hydroman and Molton man as well because of the elementals in Far From Home. Since Rhino was only really a cameo in ASM2 I could see him possibly coming back. Probably only as a henchmen though or a filler member of the Sinister Six if they go that route and need to pad the team out.

No way they're doing a sinister six movie without having enough time to properly introduce and develop the other members-- Doc ock is probably the most important member of the six (Hell, I'd say he's more or less the leader of the group most of the time), so I can't see them not giving him a solo movie first.
Heres my LONG WINDED AS FUCK, review of Spider-Man
It was alright, definitely better then homecoming. But the weird MJ shit felt super under developed considering there was no development besides her being that "weird friend" to peter at the end of Homecoming. You could argue that it was an off screen crush that developed between Infinity War and Homecoming, but that's dumb as nothing between those movies hinted at it. Also, the Tony Stark wanking needs to stop, cause god damn half the movie was just Peter whining about Tony Stark despite the fact that people like Pepper and Happy who were his closest friends didn't even really show any emotion to his death in the movie. Also, the movie needed more Shenanigans with Peter getting all this cool tech he has no idea how to use. I also feel like making the movies villain Mysterio was a bad call, they should have kept the reveal hes Mysterio until the bar scene then change his costume accordingly, cause literally everyone knows that Mysterio is a bad guy so its no surprise when he betrays Peter. The settings were pretty good, I enjoyed them a lot and they were unique and didnt take away from the fact that Spider-Man wasn't in new york city anymore. I liked the scenes with Fury and GOD DAMN those scenes with Mysterio were amazing, I wish there was way more mind fucking in the final fight, but that scene where Peter uses his spider sense was great and that ending was very nice. Also, very big lore discrepensy, only Wanda, Cap, and Thor actually saw Thanos Snap, and it's called "The blip" everywhere, but on the plane there was a movie titled, "The Snap" despite the fact that Cap is AWOL and Thor is off world, so who told the movie creators that it was a snap? Overall, I give the movie 8/10

Using the blood sample, AIM manages to create a clone of Peter. Due to the instability of the cloning process, the clone has two X chromosomes instead of a Y - realizing an opportunity, AIM decides to enroll the clone into Peter’s school under the alias Jessica Drew in order to assassinate him and take over the Spider-Man name.
Just swinging by to say that Spidey utilizing his spider sense was glorious. Wished the scene was longer; hell, I wouldn't even mind if they threw in a dramatic slow mo in that bit.

I would say it's a mobster like Kingpin or Kingsley hiring Kraven to hunt Spider-man, whose identity everyone know nows.
Kraven fails first and goes mad, Kingsley uses oscorp super soldier serum on himself to take care of Spider-man himself, becoming proto green goblin he's never referred to as hobgoblin.
While spider-man is fighting Kingsley mad Kraven finds and kills aunt may.
In the end Peter makes deal with Mephisto to make everyone forget him and bring May back. This also gets rid MJs and Peters relationship and introduces Mephisto to MCU. Mephisto will be the next big bad guy ala Thanos, appearing in multiple MCU movies.

If they were able to bring back J.K Simmons for JJJ, then they should bring back Willem Dafoe for Green Goblin, he was one of the best casting choices in the trilogy, and I can't see any other actor living up to his performance. At least give him a cameo

Osborn should be slowly built up over the course of a couple films at least as a shadowy mysterious figure pulling the strings from the shadows while coming across as a friend to Peter.

one thing i really did like about mysterio was that he felt very relevant to the news cycle and superhero movies as a trend. the movie keeps bringing up how news can be fake or unreliable. j jonah gets a major update so he has a website now(and i'd imagine spidey will become his new intern). mysterio spews some deliberately stupid plotty dialogue you'd only hear in a superhero film while the faceless civilian casualties pile up.
