They know he does bad things, the problem is that he has a lot of connections to generally keep the heat off of him and typically covers himself pretty well. While he's pretty much small-time enough that the Avengers can technically bust into his building to personally kick his ass inside out on a short call, he's someone you can't pin any wrongdoing on unless he does something fucking stupid that implicates his involvement in something really bad.
