The Rocko's Modern Life movie was doomed from the start with a premise like "Rocko goes to 2019".
It should have ignored the literal passing of time, the movie should have passed time more symbolically.
Start the movie off with Heffer dying, and Rocko having to speak at his combination funeral/BBQ. With Rocko dealing with having to give a terrible speech, and having to learn how to cope with the loss of his shitty best friend and grow past that. Also probably make it their last interaction while he was alive be a fight.
Then after the funeral have Heffer's ghost appear to haunt/possess Rocko until he completes Heff's final wishes.

You are an idiot. Rocko was a cartoon that strayed away from the typical cartoon plots to have the main character deal with oddly mundane (garbage day, car breaking down) or more 'heavy' topics in a funny way, like losing his job, neighbors seducing you, abandonment by real dad.
Yes, Rocko could easily have dealt with the topic of death in a funny way and it would be entirely in tone for the show to do so.
