it is punishment. But it's punishment by the consumers, not the government. Freedom of speech is guaranteed only by government entities - private ones are free to discriminate based upon speech a their discretion, so long as they do not violate freedom of expression laws. The list of these laws and their specific applications is long, but irrelevant here. People can freely choose to criticize a company for whatever reason they so choose.

And, as many people have pointed out, this decision was based exclusively on their political speech. Nobody in the Arizona government cares about their child labor issues.
