Not at all. Cops are part of a system that have functioning parts which include courts and judges and juries and psychologists, councilors, prisons parole officers, commuity service, and countless other checks and balances and complex parts.

Frank does what he does because the Mob took out his family and sometimes the law isn't enough to get vengeance. Some cop killing kids on the street for being stuck in the slums or blowing away prostitutes barely scraping by isn't something Frank would ever condone. To him, the law has to actually BE good and upright.

But they aren't just mimicking him by just killing criminals who deserve it, they're literally fetishizing Frank and wearing his brand on their squad car as fanboys. Frank has no support for people who idolize what he does. There's no glory in his work. He does it because he thinks it's the right thing to do not because it's something to be celebrated.
