This isn’t even a debate. Katara may not be great, but at least she’s still on the scale. Sakura broke the bottom tier and made a whole new circle of hell upon which to grade awful characters.

What the fuck was even the point of Sakura? she wasn't the Hermione stereotype, she wasn't the overly competent female character with no personality... that was Sasuke.
She was useless through and throughout. Her so called bookworm skills did not help and Tsunade only made it worse, another trash and useless character.
For fucks sake Misty from Pokemon was more useful and had more of a personality, and that was still written by an autistic Japanese retard, and even more-so it was a shitty toy commercial cartoon.
The manga Misty was some one-shot sexually repressed melodramatic retard which thank God her bullshit was as sudden as her total screentime.

Probably Sakura just from the stuff I've seen her do in webms on here. Even low tier Naruto characters can pull off a bunch of crazy shit using chakra.

Katara is basically better in every way. The only arguments for Sakura is that she is stronger and depending on your tastes might be prettier. Otherwise Katara is just a far better character.

I like Katara more, but Sakura probably takes it.

Katara wins at range, but Sakura having even basic ninja skills means she can handle water and ice projectiles.
Close range Katara can make ice blocks for defense, but probably not good enough for Sakura punches.
Blood Bending could win it, but that requires a full moon which is a bit too special of a condition.

Sakura wins if she can use unlimited mitosis juts us. Katara might win with blood bending, or stripping water. But Sakura can just explode the ground to prevent KaTara forms. Pretty sure Sakura can just overwhelming strength any bending too.

Sakura would win easily and its not even a debate. Not only is she significantly stronger, faster, and durable than Katara but she would also be immune to blood bending due to her perfect chakra control. Anyone from Narutoverse with sufficient chakra can simply overpower blood bending as seen with Avatar State Aang. Or resist it with their chakra control which most of the high tier ninjas and all medical ninjas possess.

Dude, all you'd need is 1-4 Naruto Ninja to take down the US. The difference in abilities is vast
