Every team would have a character that'd get shat on as being evil all along. And you just know they'd go for popular characters just for maximum shock value.

The fact that the secret Hydra high council (which Spencer also ignored, he acted like Zemo was the only guy in charge) were talking about how Steve Rogers being turned into an old man was a great opportunity for them.

I am more pissed they never did anything with the secret Hydra cabal teased at the same time as that.

Because that was while Steve was depowered and before Cubegirl changed anything.

But even Hydra wasn't aware of the turn, just some of them.

It makes more sense that Misty Knight is Hydra and she was attempting to sew dissent and distrust in her enemies.

The "turn" didn't happen until the Red Skull had Kobik use her reality warping powers on Old Man Steve months afterwards.

Spencer said he deliberately left that open but that it wasn't the old Kraken. There was a shitty rumor that it was Steve's dad, Joseph Rogers, but that would just been awful and Marv characters have enough evil dad and daddy issues.

2) Reread the conversation he has with the other Hydra Heads at the end of the Remender Captain America. The way it was written has a degree of ambiguity that it could have been an idea like Hydra Cap possibly as sort of implanted back up personality.

There was also the possibility it was Mikel Fury who somehow survived his suicide attack against Hydra in Secret Warriors.
