there's no anime on French TV anymore and the French market is their main audience. If they don't want to compete against anime, it's because anime is "bad" again according to politics and morale groups.
Also anime themes are improper with the "public service standards" of story telling, that mus avoid all strong emotions, be it negative or positive. It's literally meant to have you kids waste their time in silence and this includes no laughs and not education that will make them bother you afterward.

It's how those channels work, they aren't corporations they are public services, their lead is appointed by the government, and their main duty is to have the media in tune with the political programs in charge. It's really visible on some fields like ecology or health "educative" shows.
