Why? Venom's very origin used to be tied to Spider-Man. Carnage's is only really tied to Venom.
Right now, Venom isn't tied to Spider-Man at all, so why would an introduction of Carnage make a Spider-Man crossover a "given"?
Venom needs rogues a lot more than Spider-Man does. Half of Spidey's rogues haven't even been touched. Venom's could fit in a car.
