Well Future Thor decided that Modern Thor was an idiot for letting Jane die from cancer. So he used the hammer as a conduit to reach into the past to meddle, as All-Fathers do. 1) Kicked Thor off the hammer, 2) Used to Thorforce to block Odin from reclaiming it, 3) Give Jane just enough divine juice each hammer session so her final bouts of chemo would actually work. He knows how terrible real battles can be and has the experience to know when taking a life is necessary. I imagine that to be truly worthy you need experience. Not just battle experience, but experience in life. That's a 1000 year old alien that's fought in countless wars, witnessed life's greatest sights and has probably held more than a few friends in his hands as they passed.
Cap was a soldier who fought in a great war for a cause he believed him, got frozen, and woke up a couple decades later to find most of his old world was gone, goes friends and family were dead or super old, he had basically missed his entire life do to that war. And when he hears the fucks he fought before are back and up to their old shenanigans what does he do? He gets up, picks nup his shield gets ready to fight for justice. He hasn't experienced the lowest slums which is why he can't just wield mjolnir forever, but it gave him the short burst to use it for a time.
I like to imagine losing all your family, learning you have cancer and literally knowing a super fast, hero with flight and instantaneous teleportation exist, who was also literally a god, was in contact with you and did nothing [as far as she saw it] might have caused her enough grief to briefly wield mjolnir, maybe even summon some lightning and throw it. But her getting all the powers of thor for so long made a mockery of previous third. What made name a better replacement then she hulk? What about Spider-Man, he watched his aunt and uncle die, and lost basically everyone he loved aside from like two. Captain America has nothing except his fading lost love who can't even remember what her nephews look like. Jane has suffered, but her suffering shouldn't just overuse everyone else. At that point it's a deliberate way of forcing a new female this. Maybe if she used the hammer to save third life, and started to develop some weird power after, leading to her own comics, that showed more of asgard that could have worked. Jane with Mjolnir still wouldn't be as powerful as Thor at his best. Doesn't have the same growth potential. Thor have access to Warrior Maddness which Jane lacks. Thor have access to earth manipulation which Mjolnir lacks. Thor can potentially evolve into a Skyfather, something which Jane is incapable of. Thor also have access to his Elder God potential which he never taps into. Although to be fair, of Gaea's children, only Atum seems to be capable of tapping into his Elder God powers.

Because it's fucking stupid. as one user said the power levels are too vast, and as the other said Odin is such a big deal that (to relate it to the cinematic for scale) Thanos didn't fuck with the Infinity Gauntlet until AFTER Odin was gone because he knew it would still be an auto-lose situation for him. Odin is THE MOTHER FUCKER that NO ONE fucks with unless they think they've got a 1000% chance of winning, and even then he fucks them over 99% of the time. And in the MCU everyone is drastically underpowered vs the actual comics.
And then of course there's the internal logic of the thing. Odin is A God, but not The Only God, and Jane's fucked around with Thor enough to have at least a basic knowledge of Norse Gods, in which case she would know that Hela, the Goddess of Death and Sickness, would be the god involved in her getting cancer and that Odin would have literally nothing to do with it.

Gorr was one of the last things I read from marvel a while back and part of why i stopped was how shit it was.
Gorr's entire thing was he was mad that no gods showed up to save him and his family in their time of need and he decided "if the gods will not serve me, they do not deserve to live" and went on a giant god killing/enslaving rampage because life is hard and he deserved special treatment, and felt the gods owed it to everyone to use their great power to benefit everyone all the time.
Were many of the Gods isloationist? maybe, but seeing as he killed literally everyone he could, not just his people's gods but literally everyone elses, and we never get to see what they were upto, all we have to go on is the word of a deocidal maniac. But even if they were, there are very valid reasons NOT to get involved in mortal affairs as has been show time and again, (both with gods and with real life political powers). To the very best of my understanding, three things are necessary to wield the hammer (Notwithstanding the hammer has a strong preference for Thor, who went through many trials to become worthy of it):
- You have to be BRAVE. You have to show courage under extreme circumstances, and do what needs to be done even if your life is in danger.
- You have to be HONORABLE. You have to be good-hearted, fight for justice and be honest and upright.
- You have to be a WARRIOR. You must seek out and do battle against evil, defend the defenseless and, if necessary, slay your enemy.
Many heroes meet one or two of these, but the no-kill rule of Batman and Superman - for instance - prevents them from lifting the hammer without Thor's express permission. Wonder Woman, on the other hand, is an almost perfect wielder.
Notice that "You have to have testicles" is not and has never been a part of it.
I don't know Jane Foster THAT well, but if that woman is worthy, so are very many others.
Now if Sif had lifted it... or Angela (but she would not have)... or even Carol (who, by the standards I mentioned, indeed is worthy)...

While she was dying, Tony Stark transferred his soul into a fucking hologram and yet somehow they still don't have the tech to fight cancer.
