Pretty much. The "death" of Vertigo was more in the sense that they're retiring the name in favor of something more directly under the DC umbrella.
And as I'm sure it was said before, Vertigo lost its "mature exclusivity" a long time ago since more publishers began making comics for mature readers. While it is a loss for comics history, the influences of Vertigo's comics and Vertigo itself continue to resonate today. That's pretty much what DC Black Label is going to be: The legacy character to Vertigo's original power set.
