I think time also works differently in this take, like the journey between planets takes years.

No. The expansionist era of Krypton was stopped by the military being voted out of office and the scientists being put in charge. The genetic fuckery you are talking about is the Eradicator which was a post-Byrne era explanation for why there were no Kryptonians offworld, but in those stories Krypton was not an expansionist empire.

Lets take one of the most noble characters from a truly alien culture and make them just another cop on the take.
