It was only tied with the first movie, actually it's a continuation/alternate storyline, they even have a villain trying to kill L because she was the one who killed "Edgar" in the first movie, with a flashback of the movie scene.
Second movie L's character was removed (by stating that she couldn't handle the presion of working in the MIB)

Well as this user said , its an alternate universe. Its kind of funny, really. Without K, J end up maturing pretty fast and became a professional. In the cartoon, he still acts like a rookie because K is around.
