It's not that weird. It was the 90s, and Sailor Moon was the hottest shit ever at the time. And given that SM took some inspiration from Wondy(most notably the tiara and the lunar imagery) it was a natural fit.

I'm not even sure they need to make her one. She already shares some traits, some of which predate current magical girl tropes. Wouldn't mind them trying to make an attempt at something more Japanese-styled with a version of Wonder Girl, though.

Also the monster of the week thing wasn't just for show and had an actual purpose in the narrative , namely to help establish the dynamics of the team and bits of character development for the big plot stuff when they're in the heat of battle.
Sailor Moon's anime had its share of problems to be sure, but what it did do wasn't bad.

The European properties (Winx, Ladybug etc) seem to have been the most successful so far. Honestly I think its just the American side of things that has failed at their attempt.
You know what I haven't seen done yet but would like to see is magical girls in a different time and setting. Instead of modern day Japan/France/America it might be cool to see 1920s America or 1950s Russia or magical girls in the middle ages or something.

I don't necessarily know a whole lot about magical girl shows, but from what I've seen, the biggest difference is that Japan allows at least some of them to have dark and more mature storylines whereas in the west they've been relegated to shit for tween girls.
That said, I do unironically love Lolirock and Winx Club. Lolirock has some legitimately great designs and I was dying of laughter the entire time I was watching seasons 1 and 2 with my friend, less because it was actually funny and more because it would randomly drop plot lines and then remember them later, leading to unexpected developments that really came out of nowhere. Winx Club I love because on one hand, there are elements of a very enjoyable kid's fantasy series, not unlike Harry Potter, but at the same time, there's so many cheesy moments (like in season 1 where we get a 3D model of Sky with a 2D face) that I can't help but laugh my ass off at... Also, Talia is best girl 2019.

You can and I have. We marathoned both seasons. It was amazing. That cliffhanger ending surprised the fuck outta me. I know that it's more than likely canceled at this point, but part of me hopes that the 3rd season is just taking a long time and we'll actually get it.

And yeah, any continuation is a lofty pipe dream. The director does have a few scenarios thought up so there is technically season 3 lore. But at this point I don’t know what’s the greater impossibility: season 3 or the Orioles being good again.

The horse show isn't really magical girl at all. It's funny SOL in a noblebright fantasy setting. There's an adventurous episode here and there but they're sparse and not the focus.

There were some Western series in the 80s that could be considered magical girl analogues like Jem and the Holograms and She-Ra. They each had secret lives/alternate identities, powers, costumes or transformations, all-girl teams, etc. Most American and European magical girl shows from the 90s and 2000s seem to follow the formula of Japanese anime too closely, although superhero shows like the Powerpuff Girls and DC Super Hero Girls could be considered the modern equivalent of magical girl series. The Barbie film series and some Disney series like the Tinkerbell series could also count.
