Why doesn't Doom just use the clay himself. In fact, WHY is the Puppet Master the only person to ever use this clay considering just how damn powerful it is? Even fucking Charles Xavier is powerless against it.

Doom is much nicer here than in that awful War of the Realms tie-in story.

There's several loopholes around this. The DEMV presumably only has jurisdiction in the USA, so she can still drive spaceships in outer space, in other dimensions, or even in other countries with less strict laws.
