It actually had a $15,000,000 budget. It was made to be a straight-to-dvd movie, but after The Nut Job was a hit, the studio wanted to put it in theaters to make a quick buck.
However, they got cold feet, rightfully, and cancelled their plans. It only premieres in a few hundred theaters, and most of that was in Canada. Fault the movie for being bad, but its not like it had a wide release. The Nut Job 2 is still the biggest animated failure since it was in several thousand theaters.
