To be fair, comic book Jinx is an extremely minor villain in the grand scheme of things.
Most people are more familiar with the cartoon version, which is basically an OC.

To be fair, every cartoon based on a comic book from the 00s was "let's have something that is informed by the source material, but not slavishly aping everything from the comics" as a way fo distancing themselves from stuff like BTAS and X-Men. The Batman, X-Men: Evolution, Spectacular Spider-Man... hell, even Justice League and JLU played pretty fast and loose with continuity. Static Shock changed quite a bit, and that was made by Dwayne McDuffie!
