I've never been a big Nickelodeon fan. SpongeBob and Barnyard were the funniest shows they made in my opinion due to their absurdity and comedic timing. Nick has mostly made really boring or just fucking shit and they were never as delightfully weird as Cartoon Network. Their shows with lore and plot are also shit sans Avatar.

Jimmy Neutron was pretty mediocre outside of a few memorable scenes and Hugh being one of the greatest gifts in animation. He alone pushes it up a letter grade but I don't think it'd qualify anywhere near S.

People who list spongebob ignore the post-movie seasons. It's just a fact of life. I think the show should be split in two on lists like that to take it into account.

Yeah, I think people - including myself - mostly ignore those seasons and just focus on the first 3 to 4 season of the show, who were Rocko-tier gold, that's for sure.
