She was in the Wonder woman arc where only female supers fight but that was late 90s /early 2000s. Nothing since

Sadly she never got an action figure.
Her problem is that she's too overtly leaning into being a mirror of the protagonist, so she comes off looking like a knockoff in-universe. Unless you make that part and parcel of the character conceit it doesn't really work. Though IIRC that run had exactly what I was talking about with a different cat-themed villain but it was never really elaborated on.
Yep, she and cybercat were in the same arc even. The other one was called She-Cat and was very explicitly a dark mirror. Cyber-Cat was more of an unbeatable dragon for Selina to fight.

As far as motivations and backstory goes, "Selina was a bitch to me when we were kids," doesn't quite justify becoming a cat themed burglar and attempting to have her killed. Though that costume isn't exactly good, it's got a certain trashy appeal to it.

You know what though, something from that run I'd really like to see again are the recap pages, they were super clever
His George Washington wooden mech suit was top notch tho, I have to admit
Ditch the mask and it's serviceable, if for no other reason than being a slutty r63 Sabretooth outfit.
She was pretty soundly trashed and totally pathetic outside of the suit so I wouldn't say she was a great villain

I don't think Catwoman really needs "villains"
The character was completely pathetic. She helps design and build a cat-themed suit of powered armor and instead of a proper field test she decides what she really needs to do to prove it works is kill Catwoman. Which she fails to do despite wearing a suit of power armor with superstrength, supersenses, claws, prehensile tail, rocket launchers, and a laser cannon.
Sure she does, it's just that you can't have the typical dynamic of superhero vs. supervillain relationships.
