This really hurts because I love Milogiannis' work, but this comic is so bland and uninspired. And the same thing happened with Pak's Mech Cadet Yu, decent underlying concept but just really unremarkable art and design.
If you want an actually good Milogiannis book check out Old City Blues; the art's a little scratchy and it's basically GitS but it's at least competently done.

the art is a plain and overdone style. there are obvious good techniques employed from the way the colorist keeps lighting in mind to the penciler's conveyance on motion and action, but the portrayal of characters and overall presentation is the same tired copy/pasted look that a million and one artists already produce

In premodern states you usually have stronger identification with your feudal structures and kings, religions, and with clans or ethnic groups localised to whatever area you are from. Broad nationalism is more of a development of the 18th and 19th century because of centralising great power states, imperialism and a waning power of religious institutions as well as an increasing political awareness of the world as a limited space with more information in the hands of the common people. They should be talking with hands and feet there. I'm not sure when the term Thai came up, but the area went by a few names in its time. It's not that she's better because HURR DURR GIRL but because she's someone from the modern day from a farming family going to an agricultural school so she has the benefit of 450 years of farming advances since the Sengoku era (and she largely limits what she teaches/uses to Meiji era innovations).
Most modern innovations are bound to massive production chains, so she obviously can't go ahead that far. Industrial fertilisers, modern super-deep ploughs, harvesters etc. all need things she cannot get. Let alone modern hybrid breeds, GMO techniques and irrigation with pumps. What kinds of tricks does she employ? Crop rotation? Different irrigation methods?
Largely simpler things like mixing in rice and other vegetation into feces to make compost and not just throwing shit everywhere or this. Some times mechanisms like rotary weeders that came in use during the Meiji era.
Only thing that seems a little ridiculous is being able to grow sugarcane in Owari or even it being a viable crop at all since IIRC sugarcane needs more tropical climates (which is why, in Japan, it was largely limited to some islands south of Kyushu) and also harvesting it and synthesizing it into sugar is really dangerous.
