Making hits is difficult, flops are expensive and the bean-counters love a sure thing so if two people have two different pitches for the same money it's always the 'possible franchise' that gets greenlit. It's not just that Disney is making money it's that Disney has more financial leeway because they can count on an accurate forecast for future earnings and WB has made no secret about wanting a piece of that pie. Merchandise, spin-offs and 'cross promotional opportunities', there's nothing in WB's stable that can match the 'earning potential' of doing with DC what Disney did with Marvel.
I learned long ago that actually talking to people was a better gauge than looking at online activity and while I've seen some push for captain marvel on the internet I've never actually met anybody hyped about her. At all.
