So the penance stare doesn't work on psychopaths or sociopaths, making it basically useless.

If you combine these instances, the implication is it would only work on people with very specific insecurities. And is pretty much worthless against anyone who kills without remorse.

The stare only works on who deep down blames himself for something you fucker.

The idea that Frank doesn't at least partly blame himself for his family's death and suffer guilt over it, kind of ruins the whole concept of the Punisher though.

The problem is it's either overpowered, destroying literally anyone, or it's worthless, not working on anyone who matters. This is what happens when rules aren't clearly defined/ignored by writers.

Let's not count super hero / villain. The penance stare didnt even work on a literal normie

I think that's a result of him being such a decisive character. Some writers think he's the coolest bruiser ever and should live up to his claim. Others just see him as a big stupid lug. One minute he's soloing a screaming Black Bolt on his own turf, the next he's getting knocked around by street level characters.

I haven't read that many stories where the Living Laser is important, but from what I've seen regarding his stated feats/abilities he should be incredibly powerful and has an ability set that should put him above characters like Captain Marvel but I only ever see him treated like a mook.

Martian Manhunter should be OP as fuck, instead he always gets a headache.

The real problem is the writers throwing characters who should never cross into each other in order to upsell one of them. Ghost Rider is a spirit of righteous vengeance, his territory should never cross into the Punisher’s or Captain Marvel’s for something as odd as to show them resisting the Penance Stare.

It would be like having the Flash fight Batman so flash can show his super speed makes him immune to Scarecrow’s fear gas.

It should be overpowered, but limited. Like maybe only when both Jonnhy and the Spirit of Vengance really want to fuck someone up. That way it doesn't end up used on literal jobbers since Jonnhy would say thats a bit overkill and not on heroes for the battles they like to do since they are either innocent and its a misunderstanding or Jonnhy wouldn't want to kill them.
There are much simpler ways to write it so its not "Fuck you i am inmune to your trump card"

Ghost rider rarely has to go all out due to the fact he mostly deals with only somewhat superhuman characters and magic, not 'i crack the planet with my steps'

No. It doesn't. It works on anyone. The entire point is that it's a holy tier ability that applies every ounce of pain and suffering you caused in the past onto you. Otherwise, no demon hit by it during Ghost Rider's comics would give 2 fucks and just keep going because they don't have any moral compass. It's not about your percieved deeds at all and entirely about what you HAVE done. That's why it worked on Galactus in the past despite Galactus not giving a fuck about life because he knows eventually he'll consume everything and cause entropy and the big bang.

No. He rolled up, got into a fight that he got stomped in and THEN the Spirit of Vengeance kicked in and Strange basically went "well this either goes our way or not" because the Ghost went "Dude, Im not interested in someone who's never actively done bad shit" and drove off, Most of the chapter was Johnny wrestling with the Spirit over even starting the fight and Strange betting that the Spirit would get involved and kill Hulk. But it didn't and Strange was "Well thats one card off the table".

Innocence has no factor in the Penance Stare. You could kill murderers, pedos and whoever else but you STILL get hit by the Spirit of Vengeance regardless. It's not the Spirit of Justified Punishment.

The Ghost Rider hasn't always been High-tier cosmic/supernatural, but the Spectre has jobbed so frequently as the Avenging Angel of God that its ludicrous.
I don't think the pasty fucker has even done as much avenging as The Punisher.

I don't think the venom tubes stuff has been used much recently actually. Batman just straight up beat him up twice in their last encounters - when he took over Gotham during Forever Evil and in King's run (although that was retconned as all part of his convoluted plan).

Should be like Zatanna, that its overpowered but very conditional power which is relatively trivial to block. Like simply punching him in the face disrupts the process, or throwing sand in his eye sockets. So Ghost Rider would actually need to use his chains to wrap up the victim before staring it to death.
