On that scale, he's actually around an 8. He's able to sense ninjas like Storm Shadow and Snake-Eyes coming and he was routinely left to guard the entrance of the second Pit because of it.

He's a grunt. He's an active duty combat vet who reinlisted and managed to get E6, which isn't bad, but he's not officer material. His job is long range recon, not overwhelming firepower. I suppose he gets a higher score because he can spot fucking ninjas, and there are fucking ninjas everywhere.
Don't underestimate his secondary MOS:
Social services. Helping other joes get gibs and support from the government is a very important power indeed.

Most non-Hama writers hate Spirit because he (and later Quick Kick) took over Snake Eye's role as Storm Shadow's rival in the cartoon. He spent most of the second volume of GI Joe under Devil's Due as Cobra Commander's prisoner and in general, he gets shitted because of his stereotype nature and only recently, has he been redesigned to be less of a joke.
As for Hama; he treats him decently and famously dragged him out of obscurity around #60-70 for a lengthy arc. He also had a major role in the first arc when OG Cobra Commander came back.
