A secret government agent doing genetic manipulation of random plebs is something that is completely believable, and the technology to do something like that is probably going to exist irl. CRISPR and genetic manipulation is going to be fucking insane. This happens in the same universe that a man standing in the presence of a yellow dwarf is given the ability to see through walls, fly without any external or internal forms of compulsion, and lift weights in the trillions of tons. I mean FUCK, splicers are a known in-universe thing. Just have Terry and his little brother have been spliced as kids when it was expensive so there were only two shots and they were both of Wayne. Same general effect, less stupidity involved. All you need is one dude with the same kind of injection machine and the kid is now Batman Lite. Nobody at the hospital needs to know, no fancy nanomachines needed, no lying to the father needed, no possibility that Terry's dad decides to become a sperm donor and now we have fifty Bat-Kids instead of one.
