This happens in the same universe that a man standing in the presence of a yellow dwarf is given the ability to see through walls, fly without any external or internal forms of compulsion, and lift weights in the trillions of tons. If I can suspend my disbelief for Superman then I can certainly believe that a shady government agent would use genomics to make a super hero prodigy child.

I mean FUCK, splicers are a known in-universe thing. Just have Terry and his little brother have been spliced as kids when it was expensive so there were only two shots and they were both of Wayne. Same general effect, less stupidity involved. All you need is one dude with the same kind of injection machine and the kid is now Batman Lite. Nobody at the hospital needs to know, no fancy nanomachines needed, no lying to the father needed, no possibility that Terry's dad decides to become a sperm donor and now we have fifty Bat-Kids instead of one.

He already had a father/son relationship with bruce, he used to admire batman and the league as a kid, and through the series they both learn that they need each other as such, so the DNA is just making things awkward and giving mixed messages to the audience, because is clear they had no idea what were they going for with the change.

So they did what they used to do and hit the streets and patrol; but it had been ages since Batman had worked with a partner and Dick dove behind Bruce's cape, which inturn got shredded with bullets, fucking Dick up. What pissed Dick off is that Bruce didn't stop to help him and pretty much ignored him and instead continued after.. I believe it was Three-Face.

Extremely, especially considering her entire motivation for it was because Batman was getting old and she wanted another fill in Batman.

Besides everything else, Batman is an extremely resource intensive hero who needed a giant family fortune to just become Batman and more to continue to do so. Not a great start for a middle income city kid.
