Maybe he didn't also leave that guy shieldless. But its the simplest explanation, i mean, he has to get it from a frozen Steve, or take it when he wakes up.

He got the shield from an alternate timeline he created. The shield remained frozen with Steve after his crash. If he takes it before the mission with the crash, that Steve Rogers gets disintegrated since the shield was what saved him. He has to swipe it, without anyone knowing just like everything else, and it has to be after the freeze.

And then he never tells Sam where/when to return it either.
