The concept is much cooler than anything they've put out since. It has actual consequences and danger they don't always get out of scot-free.
However, it has terrible songs and dialogue.

I really like the Underground character dynamics. Sonic was the weakest part of the show because he had to maintain that SONIC personality despite having a full cast of personalities around him that didn't have the same energy constant.
You could have built a show premise out of Sonia and Manic all on their own. A noble girl starts sympathizing with rebels after finding out she has a brother raised in poverty. They go on cyberpunk resistance adventures, and every so often Sonia's dipshit rich boyfriend Bartleby gets used as the fall guy in a wacky plot. Replace Robotnik with a character whose motives are better fitted to the show themes, leave Sonic out entirely, and that's a decent show.
The musical numbers were dogshit except for the opening, though.
