That's way lower poly than I expected. Is this official?
Textures and effects can do a lot to smooth out the appearance of a model as long as the profile is smooth. And the low-poly areas are covered with clothes that have their own models.

It's most likely just a low poly mesh connected to the rig that's used for animation purposes.
In 3d animation many riggers will connect two separate models onto the rigged skeleton one being a low poly generalized look of the character and the other being a high detailed model. The reason they do this is so when animating the animator can switch to the low poly model to animate the character with little computer slow down when keying general movements and then switching to the higher poly model for finer details.

That is some... interesting topology there.
Usually they work with low-res topology when animating, then render it subdivided to make the mesh a lot smoother. And on top of that there's all sorts of maps to add additional detail.
that's quite probable, looking at the original mesh the wireframe on the arms is a different color than on the rest of the body, suggesting that they cut up the mesh for rigging.
