This always delighted me to no end as a kid. Especially when they would play it for suspense or act like it was surprising when the character used the bright prop.
I love how Tex Avery avoided this in "Northwest Hounded Police," when he had a fakeout joke with Droopy hiding under a rock, but it turns out to be a different one from the big obvious bright-colored rock.
He had the main character grab the big rock later in the shot, just to force the animators to cel-paint it & ensure it'd stand out from the BG.

In all fairness, they tried to cover up the colour difference as best they could. It's clear they didn't have the same colour swatch between the two groups so they just chose as close a shade as they could.
