The original Icemaiden was more of an exhibitionalist like Fire/Green Fury. Waid fucked up as an editor and didn't catch that Icemaiden (from Super Friends/Global Guardians) already had a name and identity (Sigrid), and okayed a new name (Tora).
This Icemaiden was also white skinned, not blue like the original.
Waid did the same thing with Green Fury, letting the writers completely rewrite an existing character into Fire.
So at the start of Justice League/International, Tora was literally wearing another woman's costume.
