well it can sure do harm if you dont have to do super natural athleticism during a fight and against things not trees or robots or without super armor or reflective things. i mean can gorilla grod survive a gun to the head if he didnt telepathic it? or can lex luthor survive a gunshot if he wasn't prepared for it?
assuming the cowboy with two guns has super super good aim and can shoot rapid fire at times, but he may not be so good against a fast swordsman at close range
The 21 foot rule applies to situations where the shooter isn't prepared to draw, or hasn't already drawn, and the proper response to a charging attacker isn't to stand and fight but a fighting withdrawal.

Just imagine this for a minute. Clark just goes out in his disguise and shoots people to fucking death. They wouldn't even stand a chance, but because he's not using any obvious powers they don't know that, they think he's just outshooting them. The bullets are just bouncing off his chest but the baddies think they're missing. He's using his x-ray vision to see a guy behind a wall, and the very nanosecond he pops out BANG, shot through the fucking forehead. He could fly around, or use his super speed to just vaporize all of them before they even know he's there, but instead he wants to walk and roll around and get behind cover, not because he has to, but because he enjoys playing in a game that only he knows the outcome to, because he's a sadistic fucking monster.
God damn that's terrifying.
As far as unpowered heroes go, Vigilante was one of the more useful ones.
