A dating sim is much more of a game than a visual novel because it also involves time management and stat building and the objective is specifically to date a girl. A visual novel is a format for storytelling that may or may not involve romance and may or may not give the player choices.

No matter how powerful Saber is, no matter how interesting her character concept/spin on Arthurian mythos could be potentially, she is still ultimately a fucking dumbass's waifu you get to have sex with upon beating her game.

Of course there are exceptions, (Shoulder a Coffin Kuro comes to mind) but they are exceptions. Putting aside the almost-impossibility of finding one who isn't also cheesecake decked out in some ass-less skimpy costume, anime and manga is a medium from a country even more conservative than the west generally is. And if you can't market the female lead as sexy/appealing to men, you're either Kino's Journey, Miyazki, or you're failing.
