Between that and the "X-Men citizen respect" stuff. I'd read this and pretend that the street level heroes or those who started like that like Spidey haven't gone through mind boggling events or cosmic adventures and that this is just a mini elseworlds/One-shot story.

Surprised we aren't getting Moon Knight or Punisher filling the gap Matt left with their way more brutal methods.

That's sort of the point. No one openly wants to be The Punisher because you're basically a murdering psychopath who is really good at it. Moon Knight and his many phases may not be any better.

But Daredevil could do it, do it "safely" and you could walk around. Now that organized crime is essentially working within the police department to a greater degree people are more scared. Something to take away from this issue isn't "boy everything's running great for the crime lords" it's The Owl ordered a hit in public on (corrupt) cops as a thanks. And it didn't help that people are now afraid of Daredevil because he killed someone. That means he's moved over to The Punisher/Moon Knight spectrum.

This story doesn't really work in the wider context of the Marvel Universe.

And how many of them are fighting crime in New York City? You have 2 Spider-man, Punisher (maybe), Daredevil, Moon Girl, Bombshell, and maybe Luke Cage. Most of the other superheroes are busy fighting crime in other parts of the world. F4 doesn't even fight crime.
