Pretty much every time a big batman show excludes joker and the main batman villains people are underwhelmed and want joker back.

Different kind of silly.

Joker is ""comedic"" but treated seriously in and out of universe. When the joker shows up, they may groan if they don't like him, but they know that the story just took a turn for the serious. Joker is THE "shit goes down" batman villain. He's rarely if ever used for cheap gags when he shows up anymore.

Orca is more meta-weird. She's a curvy anthropomorphic killer whale woman with a backstory that's supposed to be tragic but ends up a little ridiculous, and since her introduction she got shuffled back into background appearances until she was finally killed as cannon fodder for another low-level villain. The average person doesn't even know she exists, and if they are aware, she's a gag villain, on the level of someone like the Carpenter or Kite-Man, only Orca has the added handicap of being half Killer Whale at all times, which is just... I can't stress this enough, it's a little silly. Look at her appearance in Lego Batman.

You COULD do a story where Orca is secretly the mastermind of some too-deep-for-you plot as a shock twist ending, but I think that's the only way you're making her an interesting main villain as opposed to just a d-lister/former villain that gets wrapped up in some crazy shit ala kite man.

Croc has the benefit of having a solid origin story, having been settled into the public consciousness for decades, and, you know, not being a curvy monster-woman.

also people regularly claim that cheetah is silly and doesn't fit as wonder woman's arch, usually only saved by seniority and tradition, king shark is usually just played as budget killer croc rather than a villain in any serious capacity, and killer croc, again, has a solid origin and seniority on his side. Orca's origin is considered one of the worst batman stories out there, she has literally no good stories focusing on her, and nothing about her really screams "deep, complex villain who deserves to be a leading villain!"

She's a scientist who injected herself with whale juice that somehow made her able to walk again. She's a throwaway "remember that oddball?" sort of character.
