Anyone familiar with how the Phantom Thieves got their start should be able to figure out their identities rather easily, so if he has an agent adept at gathering intel it should be a fairly straight forward job.
That being said, Darkseid is pretty clear about what and who he is, so he might not even have a palace to infiltrate.
