There was sort of one in Whatever Happened to the Caped Crusader, but that was a shorter part of a longer piece.
Basically, it's Adam West Batman but all the villains are actors trying to keep Bruce from having to deal with actual crime. Alfred and his friends all play different villains.
It comes to a head when the guy playing the Riddler has a nervous breakdown and actually takes hostages. Batman is shot while saving them and dies.

I always attributed it to Batman feeling like the Joker is a reflection of himself. So he wants Joker to die, but seeing a dead joker is a reminder that he really can’t ever be Bruce. That he is going to live and die as Batman.

In the story you posted, the individual was actively firing and killing people. Active gunmen have always been simply shot because THEY ARE ACTIVELY TRYING TO KILL PEOPLE. That is the appropriate, moral, and legal response. They even gave him chances to give up and negotiated with him to no avail.
