This was a great scene, and pretty accurately describes their relationship in the 70s, where they stopped hating each other, but weren't actually friends.
The problem is, they had in fact been shown going to the movies/ball games with each other, helping each other move and so on. Very recently in fact at this point in time. Still, in this case, I think the sentiment trumps continuity.

It is pretty sad to think of how at one point, Spider-Man had been one of the few characters to stay consistently good since his creation.

Parker sperging out was a character flaw, the myth that people being picked on in school and not fitting in means that they're innocent angels and the world is just needlessly cruel to them is just that - a myth.
Parker got his power fantasy and immediately set off being a massive selfish asshole because he wanted to spite people, and it got his uncle killed, and even after that he continued to hide his powers and endanger and put aside everyone close to him for years. That's on him.
Flash was definitely a bully towards Peter, who's own attitude in those Ditko issues can be handwaved by the fact that Peter had a REALLY shitty life (dead parents, a beloved uncle murdered because Peter's arrogance, a widowed aunt/legal guardian who is in her 80s and with major health issues that require medication/surgery, not to mention Peter being a poor fag living on whatever meager pension May has and having to sell super-hero paparrazi photos to bring in money just to pay the bills and May's medical costs. You'd be bitter and kind of a dick to your asshole classmates (who already hate you) too if you had to endure all that by the age of 16.
Also, Flash has the issue that while Stan Lee had Flash get humbled/taught a lesson via flunking out of college and doing a stint in Vietnam (which led to the cliched "high school bully joins the military and suddenly gets bullied HARD and gets the bully beaten out of him" face turn), other writers kept wanting to turn Flash evil again so they can give Peter a nemesis on the civilian side.
Not to mention the conflicting issue of the writers trying to give Flash a freudian excuse for being such a piece of shit in the early years. And all of them outright clashing. One hand, you had one set of writers establishing the idea that Flash had an over-achieving intellectual father who openly told Flash he would never love him, because he was a jock and constantly grounded/punished Flash in abusive ways for being a poor student. Then you have the later writers create a completely different father for Flash, one who was a worthless drunk who abused Flash because his life sucked and wanted nothing more than to tear his son down so he wouldn't have to deal with a son who was better than him.
It wasn't completely gay for a man to wear short shorts and cutoff shirts until the late 80s, early 90s.

God, Spider-Man still amazes me. He's such an unorthodox idea for a character, he gets superpowers and his first idea is to use them for money. It's not until his own ego catches up with him that he becomes a hero.

That's why I'll never stop laughing at people who say Peter is too whitebread or old school. Spider-Man was the biggest deconstruction of what a superhero should be at the time, and in many ways, still is one of the best. Everyone else's answer to deconstructing superheroes since then has been to make them psychotic, evil or comically ineffective. But here was this throw-away character who did something more subtle than that all the way back in 1962, and instead of being some obscure experiment, he became one of the most recognizable fictional characters ever.
I'm not saying superheroes peaked with Spider-Man or that Lee & Ditko ASM was the be-all-end-all of comics or something (it's not even my favorite 60s Marvel series), but it is kinda sad how taken for granted he is despite being so popular.
Kind of reminds me of those kids who said "we werent shocked when the kid shot up the school" and were basically like "no we dont wish we were nicer, fuck that kid"

Pete was kind of an asshat during the Ditko era. There was an issue where he baited Johnny Storm for no reason.
Yeah it was something simple but it made sense for him to be selfish and for him to try and gain fame and money with his powers. It kind of humanized him a bit, especially with what came after.

No. Flash is talking about stuff Pete did after becoming Spider-Man which did genuinely make him seem like a twat many a time but 'taking him down a peg' for even that stuff is something only a genuine bully would think of. Flash has a point here. People who don't hang out or socialize with other people (for whatever reason, shyness, not liking socializing etc.) come off as arrogant and hateful towards everyone around them.
He's not entirely wrong, but he's not in the right either. I know all parties involved were teenagers at the time, but shitting on someone extra hard after getting rebuffed isn't exactly the way to make friends. That "How do you think WE felt?" is just bucking their share of the blame.

This honestly, I hate the modern renditions of Spiderman that makes him seem like an all around good boy, even before the spider bite. That Ditko bite that he had to him made him quite interesting, he was as much a dick to Flash as he was to him, save for the fact he was weaker. Hell even then Flash never actually physically bullied him, it was Peter who beat him up first.
Not only that but time and time again he'd try to be nice to Peter or invite him to hang out (albeit in a douchey manner) and Peter would just insult him, couple that with the few times Peter practically cucked Flash in front of him and you could understand where Flash was coming from.
Its more like them really being honest with each other, at best they were just acquaintances. Even when Flash let Peter stay over at his place they hardly interacted.
