Didn't the Scotsman draw his sword first? Jack did let his frustration get to him in the end, but I think he was the only one really trying to offer alternatives to fighting.

Even if he could jump good he'd be doing something extremely risky. There's both the risk of falling into the abyss by accident outright and the bridge just plain not taking the impact; after the accident Jack had earlier when a plank gave way while he was walking earlier I could see why he wouldn't want to try it. Hanging off of the side with one's hands on the rope and feet on the planks, so as to avoid peeking up the scotsman's kilt, would also be risky in that the already somewhat weak bridge could snap, tilt, or Jack could just end up falling off.

Why didn't Jack just zandatsu him?

It was Jack's fault because The Scottsman was older than him and therefore, his age gave him the right of pass before of Jack's youth.
It's all a matter of basic fucking manners.
