Nick definitely. They are incredibly quick to kill shows that under perform which is why the channel has stagnated so much over the years. Then take into account shit like waiting for Hillenburg to die before they greenlit a Spongebob spinoff that he would have protested and it's clear they're the worst.

Then Cartoon Network actually sends a lot of shows off to go die on Boomerang. They would have a decent catalog if they did not do that.

Nick will at least promote and show the new stuff, but yea if it does out outperform Spongebob in it's first month then it is dropped.
While CN just does not want to bother with new stuff at all. They either toss all new shows at Sunday morning at 6am or it is sent to Boomerang and then cancelled within 3 months.
Disney will get a new show, play 6 episodes, then take it off the air and never speak of it at all for at least a year. But it's not cancelled. They will show the rest of the first season, and then order a second season.

Disney Channel(Disney Media Distribution) being a close second as they not only do they have such a massive library they mostly don't use much of nowadays, there's Tangled getting great reviews and only airing on Sundays with no fucking reruns. They recently reduced the reruns of Miraculous to 5:30 AM just like with Blazing Team on Discovery Family Cartoon Network (Warner Bros.) is 3rd because even with cancelling almost every one of their shows currently in production and barely making use of their library nowadays they've always been the perfect kids channel with not being involved in as many #metoo-tier scandals as the previous 2
