The cartoon looks really promising.

It's not really unproduced or failed considering it was first and foremost an internet released short, not a pilot that was pitched to studios. If it wasn't pitched to studios, it can't be rejected. It's just sort of sitting in limbo waiting for someone to pick it up or waiting for the creator to fund more episodes.

It's a passion project from karl, but he's busy rn working on animaniacs

Either you make it on your own time with a small team you've assembled or all by yourself with additional VAs
Or you pitch the concept to the Network and they'll decide whether you're worth it or not and give you the money required to make a 5 minute pilot and if that 5 minute pilot is up and good then you'll get your show

While reading the lost media article for this, there was a picture uploaded of a 1995 ad for various Film Roman animated productions, and the thumbnail underneath the Blues Bros animated series caught my eye for its super '90s edgy robot design. Seems to be called 21, I don't recognize it at all. Having trouble looking it up too, it's not on Film Roman's wiki page, and searching lost media doesn't turn anything up either. The tagline in the ad "A robot from the 24th century" actually has two matches in google, neither related.

Anyone remember seeing this?

Apparently it's an adaptation of the Top Cow comic "21" by Marc Silvestri and Billy Tan.
Couldn't find anything about and animated series though.

Looks like Silvestri was an original member of Image, and Top Cow was Silvestri's personal studio within Image. In 1996 Image was having disputes between its members over CEO Rob Liefeld, and Silvestri withdrew Top Cow from Image until Liefeld resigned later that year. Perhaps this is why an animated 21 never came out?

Karl the creator of this short, said that he had multiple plot ideas and chose this one for the pilot because of its outlandishness

That's weird, Cartoon Network gave the rights to Longhair and Doubledome, another pilot they had back to the original creator years ago.

He's currently working on a graphic novel and a possibly a new short if he has the money

Not really failed, it was more of a personal project that he did, and it payed of great desu. Could definitely see this becoming something big in the future if he ever decided to pursue it.
