Well, ice manipulation would be like simultaneously bending fire (temperature control), water (while the water is in the liquid form), and earth (when it's a solid). So, Sub-Zero would have to be some kind of failed Avatar, or a savant like Explosion Guy.

Maybe people like Sub Zero are considered masters of particular parts of elements that are near impossible to learn like forming ice from nothing(Water bender legend) Explosion Guy(Fire nation legend) Metal Bender aka Toph(Earth kingdom legend). As for Air monks I can’t think of anything for them. Maybe Fog or Smog manipulation

It really makes me wonder why ice is not used more often by waterbenders. Seems like they kind of screwed up when they portrayed Katara making ice and freezing people to walls really early in the show.
Seems like the ability to shoot ice projectiles, or freezing people to things would be an always useful ability waterbenders would break out in a fight. Even Subzero's trick of shooting ice at someone and freezing them seems very doable for a waterbender.
