Pandemonium: Wizard Village. It's the sort of thing that could get fairly popular with fandom crowds if done that way. 11-minute episodes for minimum padding, you can easily get the original artist on board for cheap, and whatever you save on the budget can go into making it look good as 1mil can stretch. Market some licensed merch out to hot topic/etc. and you're good.

What you need are talented amateurs invested in the story and IP. Amateur animators are extremely cheap to hire and at the same time allow for free marketing since they're gonna want to shill the series on their social media to become more popular through the IP. I'm also talking actual artists, not your average CalArts shitter with no sense of anatomy asking for 100 dollars per hour.
Same thing with music and sounddesign, which even for an entire series you'd only need ONE single person for.

You could successfully pull off a project like this with under 10 people (not including voice actors) and for under half a million. WAY under.

You do know that 1 episode of Avatar or Invader Zim cost around 1 million dollars. Over the Garden Wall was 2 million an episode. If you fully outsource to Japan and make something in anime style then you can get a show in at around 50k-150k an episode.

I don't think you could even get a half-passable slideshow for 100k an episode. With no voices, maybe. But even then you'd have to commission a bunch of art from whoever and I dunno how much you'd need to make it watchable.

As much of a faggot as he is, that is pretty much what a low end 11 minute cartoon is gonna cost you if you want it to be anywhere near professional quality, sure you could get away with lower but the quality would be very noticeably under TV standards, or take several years to produce a single episode.

I won't say what comic I would like to be adapted,
but I think for ANY comic, it could be adapted into a sort of comic dub with small animations inside the panels to make it more nicer
Most of what I would invest in would be decent/good VA's, sound effect engineers, and people with photoshop that know how to animate a little bit.
Video producers, and editors are essential, but I don't know what I would do about advertising. I might luckily only need a few people for each position.
A pro of this would be that it could be adapted into ANY language, raking in more international viewers
A downside of this is that obviously, the episodes wouldn't have any ACTUAL ANIMATION, since the team would be working with the actual comic pages
All this with a 1 mil budget, and I would still have to pay the original artist and writer of the comic to adapt.

I'm not gonna adapt any particular story, I'd like to do a Black Knight animated series with my own plot. Because nobody else will. Would've been nice to do a live action, but this budget is low. So, first few episodes will focus on his origin with occasional flashbacks about Ebony Blade and Sir Percy. He won't join Masters of Evil though and will meet the Avengers only in the finale. Main plot is about Dane struggling with Ebony Blade's curse and becoming a hero. Main villains are Mordred and Morgan Le Fay, Dreadknight and Taskmaster as secondary. Tasky will be dominating Dane in every confrontation. Defeated in a
fair swordfight after Dane wounded his ego by doubting his fencing skills. For this fight Dane will use an ordinary sword to even the odds. I'd really like to have Black Knight duel with Silver Samurai, but I think that such departure from the main plot is too much.
Mordred will require a host body because his soul was trapped in Ebony Dagger, which he used to kill the first Black Knight. He's going to possess a very sad and lonely antique collector and after that he'll try to summon Castle Le Fay into our time. Morgan's plan is to conquer our era by rewriting reality. One episode will be about Nathan Garrett, exploring his past interactions with Dane and his days with OG Masters of Evil, leading to his death. Captain Britain and Doctor Strange will have cameo appearances. Maybe have Rebecca Stevens (the chick who studied Black Knight's history) as a love interest and main plot device, but idk. Pic related is his main suit, full armor for boss battles and special occasions. He will be travelling around the country on a bike. Somewhere in the middle he will get a special protective helmet, stylized to resemble his regular.
