It is extremely important that Zuko as the firstborn son is a failure in his fathers eyes. While his little sister surpasses him in every way in a traditional and male centered culture. A lot of Sokka's character is how a young man, dealing with his insecurities, projects his problems onto the women in his life through culturally sanctioned acts of mild sexism. As he grows more confident he doesn't feel the need to belittle the women around him, like his sister or girlfriend. That sort of story doesn't really work for a woman in a patriarchal society.

Likewise, Katara's story is about a girl who wants to fight (both for noble reasons and because of a trauma-induced bloodlust) but is constantly relocated to the role of mommy after her mother's death. Again, that doesn't really work either. If Mantara was forced into his father's role, he'd be a child soldier fighting in the war and not be present to find Aang.

With that said, gender was of mild to no consequence for Aang, Toph, or Zuko's stories. So they could be genderflipped with nothing changing.

So to directly answer the OP - Katara and Sokka would be entirely different people if their genders were flipped. I cannot say if this is better because I am very attached to Sokka and Katara as they are. Girl!Aang, Girl!Zuko, and Man!Toph would basically be the same person and so it would not be better or worse. I suppose as a woman I would like to see more well written and interesting female characters like fem!Zuko, but that's more a product of my particular emotional moment and not something I could say would be "better" storytelling.

Except the Fire Nation is not a "male-centered culture". Quite the contrary, the Fire Nation is by far the most sexually liberal and progressive of the four nations. We see Fire Nation women in service, positions of leadership, and no one questions the validity of Azula as Fire Lord. Mai and Ty Lee dash after Aang and company and their parents do not object whereas Toph's chased her half way around the Earth Kingdom.

Name a single instance in the story where Zuko laments about being beaten by a woman, specifically. Even with Katara, Zuko never mocks her specifically for being a woman or gets aggrieved that he lost to her as a woman. Zuko's anger and hostility was mostly class-based ("peasant"). The closest Zuko ever got to mocking Katara's (or anyone's gender) was when he condescendingly said, "Well aren't you a big girl now!" in the North Pole. Just because you find the prospect of being beaten by a woman humiliating, doesn't mean Zuko does. Likewise, name a single instance where Ozai belittle Zuko for losing to Azula on the basis that she is a girl and he is a boy.

I have more thoughts on this (and how Zuko's journey has strong feminine elements) but I'll leave it there.

Just because there are women in important positions it doesn't mean the entire ATLA as a whole is not feudal japan/china. They don't mention gender because they don't have to as the series expects the viewer to have an understanding how the society works. It is completely unrealistic for you to expect the characters to belittle women openly, no channel would let that happen. As the firstborn son all the expectations and responsibilities are on Zuko's shoulder who can't deliver. He is not only treated as a weakling because even his little sister can beat him but because he acts like a girl. Both women and men hate weak men. If you are a woman you can be strong or weak, but if you are a man a sign of weakness is a sign of unmanliness. Zuko only gets a pass because he is hot. If he was ugly everybody would hate him just like they hate manchildren. To make FemZuko work you have to build an entirely different world and somehow convince the viewers (who default to male leadership in fantasy settings) the women have the same expectations and responsibilities as men. This isn't true, even today.

Azula is part of the royal family. She stands above the common people. Not to mention since Zuko is labelled as a traitor she is the sole heir of the throne. There were numerous occasions through history when women became rulers because there weren't any other option and they were accepted as males. As for women in military the fire nation army is in the same situation as Israel. They don't have the luxury to let half the population skip enlistment because they have nations with much more manpower around them. So they use women. But the overwhelming majority of their army is men for a reason Israel don't use women in the frontlines. Mai and Ty was "asked" by the daughter of the Fire Lord to accompany her, while Toph wanted to go on adventures with some hobos. There is a difference in it, don't you think?
