What are some characters in mainstream superheroing who wear primarily green outfits?
Not allowed: Characters who have green skin because of their species or a mutation (hulk, lizard)
Bonus point: The green costume is NOT directly tied to their power (ie. No green lantern)
I just feel that green is the most underrepresented primary color as far as hero costumes are concerned. Red is the most overrepresented, blue is middle.

Because Green (and Purple) are considered villainous colors. Dr. Doom's cloak is green. Lex Luthor's battlesuits are always green and purple. It's basically a shorthand for signifying that this character is bad, while reds and blues signify good.
Obviously this is not 100% because there are plenty of green superheroes and blue supervillains, but it's definitely a majority, especially when dealing with golden and silver age characters.

Namor usually wears green, even if it's just a speedo.

In the west green represents envy and disease, it's shorthand for "this character brings trouble wherever he goes". Even the Hulk is an antihero at best.
The rare exception is when they have a nature theme like with Green Arrow or Swamp Thing.
Kinda like how red symbolizes speed (Flash) and leadership (Superman) but more rarely hatred (Atrocitus).

Hawkman has green pants. Golden Age Starman had a green cloak. Sandman wears an (olive) green suit.
On an unrelated note the fact we will never get that X-men book lead by banshee is a travesty.
Johnny Thunder does the green suit too.
And Professor X favored them in the early days.

Because green isn't as marketable
Silver Age, not so much Golden Age. There also aren't very many Golden Age villains in comparison to the Silver Age.
Green is more prevalent as representing nature and red aggression. Yellow has more connotations with disease.
