yeah, I read it as a ridiculous take on stereotypical Edwardian"MAN OF CULTURE" plastered with his tacky motif. He's so desperate you know he's the smartest man in the room that he dresses like the most tasteless Sherlock Holmes character ever.
This is of course far after the fact of his first appearance which is just some dude in a mystery onsie. So it's just a matter of my tastes.
