Rusty didn't really "clone" the kid, he altered one of the dean/hank clones. He could clone 24, but in the episode he said that 24 would come out as a baby without any of his memories. And although the comic book was worth a ton of money, Rusty didn't believe that (hence him giving it to Hank)

That wasn't hell/underworld. It was the in between, just because some dumb ass lying faces don't know better doesn't mean you should be fooled.

Only way he would even try to clone someone again without money would be if his ass was in major trouble and it would save him out of a jam, or if Hank and Dean got themselves killed again.
