1.) The OSI was keeping a closer eye on him after finding out he had been using active cloning tech on the compound, which apparently is illegal for Super Scientists.

2.) Rusty didn't believe in the trade value of Gary's Marvel #1.

He had the equipment and knowledge to clone 24. He just didn't have the freedom nor the incentive to do so.

Rusty didn't really "clone" the kid, he altered one of the dean/hank clones. He could clone 24, but in the episode he said that 24 would come out as a baby without any of his memories. And although the comic book was worth a ton of money, Rusty didn't believe that (hence him giving it to Hank)
