The main issue is the seasons and are inconsistent and self contained. Each season has a flavor of the month villain, and there's no large scale threat like the Fire nation. I feel like they could have handled it in a different way. For instance, not have Amon be a blood bender who jobs. Have Amon's ideology gain ground and run into conflict with not just the Avatar, but with Zaheer and Kuvira. By the end, you could have a messy conflict with multiple sides that truly tests Korra's ability to be avatar.
The inconsistencies also transfer over to the characters. Bolin was relegated to the slapstick comedy guy, Tenzin became less relevant after season 2, and they never really know what to do with Mako after they decided that he and Korra were not a thing any more. I, for one, am okay with Korra and Asami's relationship, but I felt like it was terribly developed. There was little to know foreshadowing. Many of the good secondary characters/stories like Tenzin and Lin's backstory, sort of got shafted. We only got a few minutes of Aang and Sokka, and he didn't even get a flashback to Aang and Tenzin. Season 4 was really where it just went off the rails. By season 4, they honestly added too many secondary characters, which made many episodes feel disjointed. Too many characters arcs happening at the same time.
TL;DR: the lack of a core, multi-season narrative, set the series up for failure and butchered the development of many characters. That, coupled with too many secondary characters, made the series fall flat compared to ATLA. Also, Suyin is a terrible human being.

I assume this refers to season 1? In any case that seems a bit reductive. Legacy is a better word. Everyone, the whole world even, has the past tied around their neck. Korra and Tenzin trying to live up to Aang's legacy. Mako, Bolin and also Asami are defined by the loss of parents. Noatak and Tarrlok try to be more than their father.
Korra defines herself almost entirely by her status as the Avatar. The world passing her by, changing technologically and in Amon's equalist ideology threatens her very being, but its when the powers she thinks make her are taken away is when she's actually able to BE more and she starts to exhibit more freedom, the theme of wind. Asami moves beyond hate caused by an event she cannot even remember, one set of brothers stop being held down as just a couple of orphans, the other (or at least one of them) halt a cycle of revenge that created them and lead to political change
The themes are coherent and the particularly damaging or under utilized bits can be blamed on the uncertainty of the show's future. No excuse for love triangle bullshit
Season 2 can be pretty unanimously written off as a waste overall but it DOES keep through lines from S1. Korra overreaches her new freedom, Tenzin's line of issues are addressed more here, and S1/2 engage CHOICE whereas 3/4 deal with CONSEQUENCE
I suppose as you can see I toss up a synthesis of cause and effect for the show. The equalist movement largely vanishes, but it also leads to the non-bender led government of the Republic and the equalization of benders and non carries through technological development
It's sloppy in places particularly in the first half, and character failures and dead air and frustrating shit in the more specific parts of the show are definitely there as you mention, but I don't think it's entirely dysfunctional on the whole

Perpetual cunt Suyin (who we learn in 3 avoided responsibility during the incident in her and Lin's youth) refuses to take the reins of the stabilization of the EK, leading to Kuvira taking charge and eventually refusing to abdicate that responsibility. Korra's battered mind seeks to avoid the responsibility of the avatar to help in such a time of crisis, allowing Kuvira to rise unchecked. Wu seems utterly unfit for the responsibility of rule. Varrick and Bolin throw in their cards with the wrong horse and must take responsibility and try to correct their mistake
Everyone busts their asses either trying to do right by or avoid responsibility. Hiroshi Sato dies helping the heroes find a solution, Kuvira surrenders peacefully, Varrick does right by the woman he loves, and Wu finally nuts up

How the fuck is bending transmitted (both in TLAB and LOK? I don't mean the martial arts that enable people to actually use an element, I mean the capacity to bend them.
In ATLA, every person on the planet belongs to one of four nations, which means there is a chance they are born with the ability to bend the respective element. Air Nomads are 100% because without it their society can't function, this is just writers convenience.
In Korra, mixed nations let siblings have a chance to bend different elements. They don't really talk about it in ATLA.
The problem with the show was that it had villains that criticized the bourgeois liberal republic city, but Korra never learned anything from them to solve any actual problems the normies faced. Ozai was an imperialist and his downfall liberated many. In Korra the current state fails to meet it's people's needs hence the rise of new movements. Instead of taking a hint and trying to solve people's problems no matter where they're from the avatar has now become a tool of the neoliberal state, a status quorrior to Aang's revolutionary. It also doesn't help Korra had far less of a journey to the West feel about learning people's plights across the world and more of the normal political bureaucracy (that's it never really dives into this making it just a hand wavey way of making it feel like politics are totally happening when in reality nothing is) found in 3dpd shit. Overall I liked it, but the tone is far different and almost generic.

The four nations are the status quo. Aang was against this budding new place that eventually became the United Republic of Nations (or rather Republic City since we never see anything else aside from it.) He eventually was for this development and progression as evident by LoK.

Korra's production quality was usually better than Airbender. And Airbender isn't nearly as good as people remember it. 2/3 of the episodes are entirely filler. Korra's were a lot tighter, but the overarching narratives also turned out weaker.
Honestly, I think both Airbender and Korra are ultimately slightly above average shows that could've been a lot better if they weren't managed by people who were anime enthusiasts trying to port the wuxia anime style without fully understanding what makes it work.

The Avatar as an individual shouldn't even factor into the Red Lotus's ideology. The say they disagree with Unavatu's goal, even though it's ultimately in their best interest. Every side character from the season is critically underdeveloped except metalbending city woman.
It's a step above the others, and really even a step above most of Airbender, but it's still not a great show.

Korra also REALLY should have arrested Varrick for terrorism (blowing up the cultural center), framing Mako for it (who is also an officer), kidnapping the president, etc. Of course Suyin - the big asshole responsible for the remaining 20% of the world's problems - protects him.

As for Korrasami I had no problem with it, and I enjoyed the fact that the creators managed to do something memorable after such an awful end to the story.

Everything else from the terrible romance writing, to Milo's farts, to even the destruction of the past lives (ruining the best, most interesting thing about the Avatar) are just matters of subjective personal taste and are at least self-contained within the Legend of Korra.
Meanwhile, those three things are so fucking awful, so fucking bad, by virtue of existing they reach back and retroactively make ATLA worse.

Korra, as a character, was completely fine, the rude, rash, and inconsiderate thing they were going for was pretty charming.
The plot and unnecessary romantic drama were what dragged it down. And really the plot in season 1 (disregarding the piss poor twist) was perfectly fine. It's only the seasons after that with boring villains and stupid plot lines,
And even in the badly written seasons the animation was still enough to salvage it.
