I want him to be a tad buffer and make him an anti hero.

I like the core design but the bright blue needs to be less saturated, it's kind of hurtful to the eyes.

the normal blue sky and saturated background looks a bit weird to me. i mean she's green and not too human-like, so i think you can get a little more abstract with some of the background colors and stuff

Yes, she's a bugbear barbarian, I'm thinking on adding something to the angry face to emphasize on that, like maybe some blush or some line on the eye.

Also that's a mad good draw, I like the shading and softness of it, well done dude.

i think a flushed face would make it look more like she's embarrassed. to get a convincing angry look, you gotta go for the wrinkles and creases around the nose and eyebrows. angrily scrunch up your own face for reference and exaggerate the wrinkles you notice a bit.
also considering your hugbear has fur, have that stand on end as well. the ears could fold back as well like how a dog or cat does when they hiss or growl. use every unique feature your character has available to them to express themselves. you're already doing it a bit with that big goofy grin and the ears on the smiling one, so just try to extend it to other emotions

Sure! My biggest issue is the color and lack of direction in the face marks.
I think a deep dark blue would help more, this sort of light doesn't mix well with the neon green and the red of the mouth.

I think the black lines need some more direction, they seem doodly, and the body could use some spots, beside that it looks really interesting, it really can work!.

I see what you mean. Extended her hips up a bit to accommodate the thiccer legs, but fucked up other parts because of it. Fuck.

At this point I think the only wrong answer to that is if it looks like the Sambo caricature. People have become more accepting of just drawing black people with the characteristic wide nose and full lips, especially with shit like Steven Universe style fish lips being a thing. Only difficulty is making it look appealing, as there's not a whole lot of examples to pull from. It's very easy to have it look gonk-ish in some way.
Could always do the "make a white person but color them black" style but from what you said, it seems you want to be more authentic

Anyone got any good resources for designing characters? I feel like my designs are lacking

Mostly just start building a reference folder for designs and things that catch your eye. Copy what you like and mash them together. Do a bit of research on designs and patterns from cultures all over.
Try and figure out what exactly is catching your attention and how you can take it and make it your own.

Also don't be afraid to simplify but also don't be afraid to put detail where it's needed. A lot of modern designs fucking suck because they do either too much or not enough.
