We know Hordak is a clone of Horde Prime(unless they change it) and as a ruler of the known universe, wouldn't that make Horde Prime a "God" of sorts? I think Hordak became a "failure" in Horde Prime's eyes after Hordak ceased to serve a purpose(Perhaps he grew beyond his clone "programming"/defied an order from Horde Prime/wanted power and thought he was entitled to it since he's Horde Prime biologically) and he ended up in Etheria after either being banished or he found the lost planet of Etheria through research and portaled his way to it, but his ship was damaged and he can't get out.

I want to think that Hordak wanted to be more than just a mere clone and he thought himself above his station(he was defiant of HP's classification of him and aimed to be more than a copy). Horde Prime shown him his place.

Hordak sees failure as "something that ceases to serve a purpose and that once that happens, it becomes useless". A clone that wants to grow beyond their uses would be considered a failure and something that needs to be thrown away as quickly as possible.

Hordak seems loyal to the Horde and the spoiler does say he wants to be back in Horde Prime's inner Circle as he was always meant to be. He most likely just wants to go back to being Horde Prime's servant again, not to best Horde Prime and take his place.
